On 3 March 2026, the Hong Kong Insurance Authority announced that it had authorised CNNC Insurance Company Limited, established by China National Nuclear Corporation, bringing the total number of captives rooted in Hong Kong to seven. On 30 June, CNNC Group held the opening and unveiling ceremony for the company in Hong Kong.
CNNC Insurance was established by CNNC Group and is positioned as a dedicated captive insurer. Captives are set up by large enterprises mainly to provide tailored risk protection to the parent and affiliated companies, rather than selling insurance products to the public.
CNNC Insurance plans to develop nuclear-themed green insurance and carbon finance products, building a risk protection system covering the entire nuclear industry chain. Its establishment is an important part of CNNC Group's planning in the opening year of the 15th Five-Year Plan period. The nuclear sector is characterised by long investment cycles and large exposures, and nuclear accidents are low-probability, high-severity events that commercial insurers find difficult to underwrite in full, so a captive can provide tailor-made solutions.
